Application of Do No Significant Harm principle in the Context of Ukraine, webinar - 16 July

The ‘Do No Significant Harm’ (DNSH) principle ensures that policies and programs do not have a negative impact on people, climate, and environment.

WWF-Central and Eastern Europe, WWF-Ukraine and the Ukrainian Climate Office (C4CA), are inviting representatives of governmental, non-governmental and international organizations engaged in a sustainable recovery of Ukraine to a webinar about “Application of Do No Significant Harm principle in the Context of Ukraine” on July 16, 2024 9:00 to 12:00 CET (10:00 to 13:00 Kyiv time).

Aim of the webinar

The webinar aims to introduce how DNSH can support Ukraine´s recovery and EU accession. We will discuss the advantages and challenges of applying DNSH in the current Ukrainian context and the development of a guidance framework for its implementation.

The Ukraine Facility and the Ukraine Plan suggest applying DNSH to recovery measures and the principle will be applied “to the extent possible in a war-torn country”. While the EU has a Technical Guidance on DNSH, Ukraine lacks such specific guidelines especially considering its war-torn status and EU accession process.

Key aspects to be covered

  • By minimizing harm, Ukrainian institutions and organisations contribute to the sustainability of their activities considering the long-term effects on resources, ecosystems, and societies, ensuring that present actions do not compromise the well-being of future generations. This needs to be thought about already in war times.
  • Social justice: Recognizing the unequal distribution of power and resources in society -Preventing marginalized or vulnerable groups from bearing a disproportionate burden of negative consequences of policies.
  • How to assess and manage harm, with specific criteria and procedures for determining significance and applying mitigation measures in a pragmatic way in Ukraine as a country in war? (standards/thresholds to be determined or implemented/enforced?) What are the mistakes and good practice examples Ukraine could learn from?
